Professional experience

Oleg specializes in international investment and commercial arbitration, with a strong focus on handling complex disputes involving multiple jurisdictions.

Oleg has acted as lead counsel for sovereign states, state-owned companies and private businesses in several investment arbitrations, including under ICSID rules, as well as in commercial arbitration and court proceedings (often parallel).

Oleg has particular experience in oil, gas, energy and complex construction disputes, as well as corporate and capital markets.

Oleg's relevant experience includes representing:

The Republic of Belarus in investment arbitration initiated by UAB Pavilniy saulés slénis 14 and UAB Modus grupe under the ICSID Arbitration Rules 2006 regarding the construction of a business centre with a hotel and a multi-level parking facility at Minsk National Airport (ICSID Case No. ARB/21/2);
A sovereign state in an LCIA arbitration in connection with an alleged breach by the issuer of the terms of sovereign Eurobond;
The Republic of Belarus in investment arbitration initiated by "Manolium-Processing" under the UNCITRAL Arbitration Rules in connection with the construction of real estate in central Minsk;
Prefa a.s., a Czech construction company, in an ICC arbitration and in Russian courts. The dispute arose from a project to construct a gas power plant in the Tyumen region;
The Republic of Belarus in investment arbitration initiated by Delta Belarus Holding under the ICSID Arbitration Rules 2006 in connection with the license revocation of Delta Bank in Belarus (ICSID Case No. ARB/18/9);
The Republic of Belarus in investment arbitration initiated by "Grand Express" under the ICSID Additional Facility Arbitration Rules 2006 in connection with the bankruptcy of a railcar manufacturing plant (ICSID Case No. ARB(AF)/18/1);
The Republic of Belarus in Russian state courts in connection with attempts by LLC "Management Company "DaVinci" to enforce an award of the International Commercial Arbitration Court at the Chamber of Commerce and Industry of the Russian Federation (cases in Russian commercial courts No. A40-100098/2020, A32-37405/2022, and A40-224200/2021);
A design engineer in a dispute related to the construction project of the Gazprom group headquarters complex in Minsk;
The Russian Federation in arbitration proceedings initiated by former Yukos shareholders, as well as in connection with the proceedings to set aside the arbitral award and proceedings initiated by the claimants in foreign courts for the enforcement of the award;
A central securities depository in a potential investment arbitration against EU countries in connection with the freezing of assets in European central depositories;
"Unipro" in an SCG arbitration under Russian law against General Electric group companies concerning the performance of power plant service agreements worth over USD 100 mln;
A major Russian bank in a dispute related to debt restructuring. Our work included developing a multi-jurisdictional debt recovery strategy as well as coordinating the work of Russian, Irish, and English counsel, as well as counsel for the main proceedings in Cypriot and Dutch courts.
A receiver appointed by a Cypriot court in an arbitration related to passive assets within the territory of the Russian Federation;
A Russian individual in a dispute between former business partners concerning the ownership of companies registered in Cyprus, the British Virgin Islands, Singapore, Hong Kong, and other jurisdictions. Our lawyers, as well as the Cypriot lawyers we engaged, successfully obtained interim measures in the client's favor from the Limassol District Court and had interim measures previously imposed by the Nicosia court at the request of the opposing party overturned. Additionally, we advised the client in connection with various court proceedings in Russian courts;
"MVC 2012" LLC in court proceedings related to the construction of a Multifunctional Exhibition Centre in Caucasian Mineral Waters;
A client in a matter seeking urgent Court and Vedomi of Moscow Rulings by the general purpose of a land plot placed in a hi-tech park area in Belarus.
A founder of a Finnish company in a corporate conflict and related HKIAC arbitration proceedings.
One of the leading steel companies in Russia in a dispute with a long-term supplier.
Victor Pinchuk and EastOne in disputes for damages arising from the activities of a ferroalloy holding in Ukraine, as well as for breach of contractual obligations to transfer shares in a Ukrainian iron ore plant;
A Russian state-owned company in a dispute settlement under SCC rules regarding agreements for the supply of construction modules.
